test_an_unbounded_budget_leaves_the_sizes_alone assumed the pod pool
always reaches _MAX_POD; since v0.4.45 the ceiling is 16384 and an
unbounded budget gives exactly the configured 2 x 4096. And the
env-sizing test from v0.4.43 passed alone but not in the suite, because
an earlier test left a config manager set; it now clears it itself.
