0.4.0
A version number, not a feature. The 0.3 line ended on a run of fixes that
were all the same shape — a default sized for someone else's workload, a
failure that could not be told apart from a success, a resource nobody owned
after a restart — and the ones that mattered most were found by reading a
production log rather than by a test going red:
0.3.99 a transient control-plane 503 read as a pod boot failure, the
teardown swallowed, and a leaked GPU the reaper was structurally
blind to (pod age came from the current run's uptime).
0.3.100 a growth line that named a trigger which had not fired.
0.3.101 ten connections per pod against a hundred and twenty-eight pages.
0.3.102 twenty threads for calls that block for minutes, so an OCR run
starved the server of threads to answer questions about itself.
0.3.103 every restart abandoning the fleet it had already paid for.
Nothing in this commit but the number.
