runpod: fix the package settings URLs the publish script prints

The package name is the last path segment of ghcr.io/<owner>/<name>:<tag>.
Stripping only the registry left the owner in the name, so every URL the
script printed after a push 404'd — on the one step the user has to do by
hand, because GitHub has no API for package visibility.
