v0.5.14

The whole suite green: 5507 passed, 0 failed. Two real defects came out of it
(a refusal that named neither the capability nor the fix, and a
PackageNotFoundError where a missing bitsandbytes should be reported), the rest
were expectations left behind by changes to the product.
