**Root Cause:** The deprecated Billing Agreements v1 API requires "Reference Transactions" to be enabled on your PayPal account, which requires special approval from PayPal.
**Solution:** Migrated to PayPal Vault v3 API, which does NOT require Reference Transactions and works with standard PayPal business accounts.
