: Log said "data inserted" on every boot, suggesting re-insertion
**Solution**

### 5. ✅ Default Tier Insertion Logic
**Status**
: FIXED
**Problem**
: Default tier was inserted if no "default" tier existed, even when custom tiers were present
**Solution**

to checking total record count

Prevents inserting default when user has custom tiers
