Fix init scripts to handle existing watchdog processes

- Stop existing watchdog before starting new one
- Use pgrep to detect running watchdog processes
- Prevent 'watchdog already running' conflicts
- Ensure clean watchdog startup in init scripts
- Fixed both wssshd and wssshc init scripts
